40 Energy saving and emission reduction
The situation of energy saving and emission reduction is still serious,according to the goal of Eleventh Five-Year Plan, that is, the energy consumption of GDP per unit can decrease about 20 percent and total amount of main pollutant emission reduce 10 percent.
It is true that great resource and environmental price has been paid together with rapid economic development and significant constructing achievements. Only insisting on thrift development, clean development and secure development, can sound and rapid development of the national economy be achieved.
The top three oil companies in China are main energy producers, as well as main energy consumers and pollutant dischargers. They have heavy task, high demands and much difficulties for energy saving and emission reduction. Large state-owned bearing economic, social and political responsibilities, should practically place energy saving and emission reduction as important measure for implementing scientific outlook on development and constructing socialism harmonious society, inevitable choice for building resource-conserving and environment-friendly society, necessary path for promoting economic structure adjustment and mode of economic growth transition, as well as necessary request for maintaining long-term benefit of China.
Promoting energy saving and emission reduction is in comprehensive promotion in top three oil companies, with obvious achievements.
23 CNPC: social responsibilities
As important backbone enterprises, CNPC consistently considers social responsibilities as its fundamental business rule. In 2007, CNPC insisted on purpose of “devoting energy and creating harmony, took good advantage of developing opportunities, actively replied various challenges and seriously fulfilled economic, environmental and social responsibilities, in this way made new progress for scientific and harmonious development.
In March 20th this year, Enterprise Social Responsibilities Forum with the theme of “Responsibilities and Dynamic” was held by CNPC.During the forum, CNPC issued Enterprise Social Responsibilities Report in 2007, which raised its social responsibilities.
For central government-led enterprises, the CNPC isn’t the first who issues annually social responsibility report, but is one of the enterprises who have the highest quality of this kind of report. It is the second year for CNPC issuing the report, both the content and form of which obviously illustrates particular features and distinction.
107 “Six-side outlook” on scientific development in state-owned enterprises
Thoroughly applying the Scientific Outlook on Development needs properly dealing with the relation between development and reform, innovation, harmony, democracy and social responsibility. In order to thoroughly applying Scientific Outlook on Development, scientific outlook on reform, scientific outlook on harmony, scientific outlook on strategy, scientific outlook on innovation, scientific outlook on democracy and scientific outlook on responsibility should be established. All of these are subordinated to the Scientific Outlook on Development. They are the necessary composition of Scientific Outlook on Development.
63 New partnerships, new possibilities
Everyone has his idea of future energy. It’s important to get the right balance between understanding the difficulties we face on one hand - and the real opportunities we have for change and progress on the other. We need to be realistic - not too gloomy - but certainly not complacent.
